***Here's the answer to the installer problem***
Do a search as www.microsoft.com for the msicu.exe (Microsoft Installer Cleanup Utility).
Setup the program, look for it in your start menu, run it, scroll down the list for
"faulty" installation package (in my case it was Logitech Quickcam) and erase the
installation package.
This corrected the problem I was having - a window's installer window opening over
and over again when I tried to start NoClone 3.1.
Hope this helps any some of you.
