If you change the Regional and Language settings to English UK, the £ will be there as Shift + 3 and the $ will stay as it is. Some key symbols will change - the most obvious being the \ character which then takes over the # from Shift + 3 and Shift + 2 which swaps characters with the old " key However to use \ on your keyboard, all you have to do is use the Left Shift + Aly keys which change between the keyboard languages on the fly. That's what I use in the same situation as yourself. Mapping standard keys may well run you into more problems both with current allocations and other applications. You will probably find that you make more use of the old $ than you think, with e-mail and international useage. Hope that all makes sense?
