Well in that case - and your VERY definite requrement ;)
Try this link to get the '95 mapping tool.

According to a previous thread on the 2000 forum, this will also necesitate a disabling
of the XP file checking whereby on boot-up, the altered keyboard file is restored
to the 'correct' state.
Create a text file, call it disable_caps.reg
Following content:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout]
"Scancode Map"=hex:00,00,00,00,00,00,00,00,02,00,00,00,00,00,3a,00,00,00,00,00
Save it. Double-click it. Reboot.
Supposedly this accomplishes what you require - but .................
