Installing XP from ms-dos (with no os installed)

Win98 startup disk doesn't work. The ms dos disk that you can make doesn't allow for cd to work. I can't figure out how to install it. Only way i've managed is to install 98, then install XP over top. But I don't want to do that. I want to install XP with no other os there
