We got the same problem when we wanted to reinstall InstallShield 5.1. We tried everything in this forum (remove bluetooth, set TEMP dir, start RPC service, etc.) with no success. The solution we found was to start windows XP in safe mode, and we finally could install the software ! Hope this helps.
