The problem with IE is that it cannot be removed. The description on Add/ Remove Window Components is: "Adds or removes access to Internet Explorer from the Start Menu and Desktop". IE is very customizable and integrates into the shell (Windows Explorer), and malware writers are very happy about that. Follow Otter's malware removal procedure.
