Problem is, once in Safe mode the "Log on to Windows" window still comes up. Without a password or account you can't access safe mode. Your stuck there. I've tried every combo of "admin/pw" possible. I discover the solution if anyone else is having the problem - goto http://home.eunet.no/~pnordahl/ntpasswd/ and make a boot cd, it'll boot into the cd and follow the FAQ and you can easily create a new account and change any account password for any NT/XP OS.

It's alarming that I followed the annoyances.org XP Solution 1 exactly and it completely locked me out of my laptop. Hope nobody else falls victim. Good Luck!
