Did you read the other reply? Not the one about disabling sound, although that could
be part of it. A PC made so inexpensively as you say is entirely likely to have
an Integrated Graphics (hmm what does the "P" represent in th eacronym?) Well, never
mind, it's called an IGP, and is part of the Southbridge in the chipset.
If you were using the built-in video, THAT needs to be shut off. You find it in
the Setup, and disable it there. All devices accessing the PCI bridged need to share
what are called "Interrupts" (AGP's have no such limit), and if a new PCI card wants
to use the Interrupt already claimed by the built-in sound function (also in the
Southbridge), the resulting conflict can interfere with both.

OK, maybe you don't have to. A Repair procedure from the XP CD might end up being
a necessity, however.
