No gaurentees, but it worked for me. In explorer.exe, select Tools->Folder Options->View->UNCHECK "Launch Folder Windows in Separate Processes" As soon as you hit OK, the problem is gone. Apparently this is a new problem related to having more than one instance of explorer.exe running at once. I confirmed the problem by just watching task manager. I hope this helps, it fixed my issue.
