Just seen this - rather late, but wondering if there wasn't a simpler solution to
all of this... were you aware that there are several instances of the SendTo folder?
Are you sure you were modifying the right one?
If you are a single user you are probably logged in as Administrator, in which case
that SendTo folder will apply. But there will also be a (separate) SendTo folder
under your own name. You would need to check / modify the contents of both of these.
It is also worth checking the SendTo folders under All Users and Default User.
All of these are under the Documents and Settings folder.
