Question about 'Turn Off the CD-ROM Autorun'

I have a question about Turn Off the CD-ROM Autorun:

How do I set WinXP so that it stops monitoring the CD rom/writer drive whenever I open and close its door. Because if the CD is unreadable, it will try to read it forever making it impossible to give any command to the drive (like erase etc.).
