I can honestly say, I had tried all the suggestions mentioned on this page. However
most are pretty simply.
1. Check the themes service is running - right click my pc, manage and click services
and application, then services - scroll to Themes service and check its running.
2. Check themes are installed - open C:\%system_volume%\resources\themes this should
have luna.theme and a Luna folder containing the luna.msstyles and etc... if not,
copy them in.
3. Install SP2 - yes thats right. If you already do have it, reinstall it.
(This should restore and update sytem files, such as uxtheme.dll which may affect
how themes appear on your pc.)
3a. Not tested - but try installing a skinning application, like styleXP or XPSP2
patcher.
