I didn't have any luck here at annoyances.org, but if anyone finds this thread in a google search, I thought I'd share the solution, which I finally found in the annals of the Microsoft Knowledge Base:

In XP, it will reset things like the start menu and maybe some of your desktop icons (i.e. my computer, my network places, etc.) but if you changed those things in the first place, you probably will know how to change them back.
