Registry Cleaner???

Ok I just was curious because today when I used my IE it mentioned something about
registry being a little dirty blah blah blah and that if I would like to have "Registry
Cleaner" do it for you, giving me only two options YES and NO. I chose NO and exited
out of IE. Now my question is do I really need to clean out my registry or was it
a spyware program trying to install on my computer?
