Failure to reach shut down screen

Xp repeatedly fails to reach the shut down screen, it closes windows XP I get the
blue screen "shutting down" but it never reaches the "safe to shut off" screen.
If I switch off then it is fine and does not check the HD and registry starting up.
Why then does it not tell me it is safe to switch off? My other PC has a shut down
switch on the motherboard so it does actually switch itself off. This PC does not
so I look for the confirmation before manually switcching off - I just don't get
it!
