I finally got it to turn off, at least it seems to be off. In the Tools|Options go to the Edit tab and turn off Show Paste Options, Show Insert Options, AND Smart Cut and Paste. I performed this in Excel, Word and Powerpoint and so far haven't had it pop up anymore, including when I work in Outlook with Word as the email editor.
