I have had the same problem quite often. Everything is configured as suggested here, but XP stubbornly goes to S1 (fans ON) instead of S3 (blessed silence) as it should. Often some "playing around" with power schemes helped, however not always. So there's probably something wonky with XP power scheme tool. Big surprise. SpeedswitchXP is really meant for laptops with variable CPU frequency, but it works just fine for desktop PCs too. So when it's made a power scheme, that really makes my windows box suspend unlike the control panel tool.
