How to get Start/Programs to show all programs

On my desktop system, when  I click on Start / Programs, all the programs are shown 
in multiple columns. I want to do the same with my new laptop. I've  turned off "Scroll 
programs" but I still get the minimal list of programs (most recently used) instead 
of all the available programs.  I cannot remember what else I had to do to make the 
programs list display as I want. Can anyone help me with this?
