100% CPU usage after every standby- why?

Hello. I recently reinstalled my XP-Pro operating system and ever since I have had 
problems with standby. It will enter standby correctly but when coming out the CPU 
usage goes to 100% and stays there. 
I've tried to see what was using up the processor by going to task manager but the 
computer does not respond to cntr-alt-delete. I can still move the mouse on the screen, 
but everything is REALLLLLLLLY slow. I can't shut down my system and have to use 
a hard-shutdown (hold the power button). Has anyone had a similar problem and know 
how to fix it? 
Maybe this is related buy hibernate doesn't work either. Even though I enabled it 
w/ the checkbox, it doesn't appear as an option when I do start->shutdown. 

I am running a Dell Inspiron 8200 SP2 w/ 768 DDR RAM.
