This one worked for me, I had to make the Explorer key and the DWORD manually. Curiously
the 'Policies' key was all lowercase ('policies') and nothing legitimate ever is,
so I suspect some dodgy software has killed the key and that caused the problem.
I'm on a laptop and the power meter wasn't available. after changing the key, do
as another suggested, end explorer.exe and restart it, everything came up just fine,
I'll reply to myself if its not permanent after a restart.
