Blah..blah..blah...Here's how to fix it for those of you using XP Pro. Disable the drop shadows. Open the mmc...(run..type mmc). Add the group policy snap in to your local computer. Under Administrative template disable Active Desktop. Re-enable the drop shadows. Enbale the active desktop under the MMC. None of the other suggestions worked for me....but this did the trick.
