problem with starting up: operating system not found

Hi, all, I've been having problems with booting up my Dell laptop and am in need
of some help here. I just recently reformatted my HD. A couple of weeks later,
my laptop starts having problem when I boot it up. What happens is that the DVD-Rom
drive would make a loud clicking sound, and then my laptop would give me the following
message:
Intel(R) Boot Agent Version 4.0.19
Copyright (C) 1997-2001, Intel Corporation
PXE-E61: Media test failure, check cable
PXE-M0F: Exiting Intel PXE ROM.
Operating system not found
Then I'd turn the computer off and turn it back on and repeat the same process for
8-10 times, and eventually it would boot up. This only happens if I leave my computer
turned off for more than 4-5 hours.
My DVD-Rom was having trouble playing DVD before, but after I took it out of the
drive and put it back in, it works fine, so I don't know if this is a HD problem
or a DVD drive problem. And I don't know if this is because I reinstalled XP just
a while ago.
So far I've tried taking the battery and the HD out and put them back in, but it's
not helping the situation. Please help! It's driving me crazy! Thanks!
