Explorer Outlook

I've been on DSL a about 6 weeks, and am suddenly having trouble accessing my mail
via Explorer Outlook. I'm a former AOL user, so have not used Outlook before. Here
is the error message I get:
"The server responded with an error. Account: 'pop-server.triad.rr.com', Protocol:
POP3, Server Response:'ERRAVG POP3 Proxy Server: Cannot connect to the mail server!
[ISafePOP3 Proxy]', Port: 110, Secure[SSL]: No, Server Error: 0x800CCC90, Error Number:
0x800CCC90"
Huh?? How do I correct this problem? I've tried rebooting 2-3 times. Prior to
rebooting, I got a message that my server(?) was full. And prior to that I had emptied
my deleted messages by sending them to the recycle bin. I'm competely lost!
