250 gb sata drives show up as 130gb

Two of my friends just built new computers and they both got the same hard drive (250gb sata II hitachi deskstars) When we went to load windows and format, it only had a little over 130 gb of space available to format. Post is picking up 250 GB drives, but windows won't. It didn't require "3rd party raid drivers" when installing. Why isn't windows finding the other 120gb? This is an old copy of pro w/o SP2. Thanks in advance
