Auto Disconnect Prompt Does Not Pop-up

Hey guys, do any of you guys have a solution to this problem?: Anytime you shut down Internet Explorer, normally you would get a prompt that pops-up and asks you whether you want to stay connected or disconnect. I have the feature enabled, but it doesn't work. I have contacted both my ISP and PC manufacturer (HP) and they are still not able to solve it. I just got this computer going for the first time 4 days ago. The Auto Disconnect prompt worked the first time, but hasn't worked since then. I have been instructed to do everything from running regedit and alter the registry keys to System Restore to completely reformatting my hard-drive and starting all over, but THEY have ALL failed. Any other ideas?
