A disk read error occurred Press Ctrl+Alt+Del to restart. Plus slow performance of PC

Damn!!! My PC always sucks. I can't figure out how to remove the error. I tried to 
restart my PC and changing boots but my PC sometimes displays the error. If the error 
don't show up, it takes time to enter windows. Approximately it takes 10 to 15 mins 
just to enter windows and every instructions(eg. Opening a folder) that i do my PC 
reads too slow. I can't seem to find the problem here. Please reply to this question. 
I would gladly appreciate it. Thank you.

Here are some of the vital parts of my PC:

Processor - Intel P4 2.6 C / 800 Mhz;
Memory - 512 MB DDR PC333;
MB - ASUS P4P800 with 3D sounds;
HD - Seagate Maxtor 80 GB HDD 7200 RPM;
VGA - GeForce 4 MX440 128 MB DDR;
OS - Windows XP with Sevice Pack 2
