Cannot open HTML Help files of any source

I don't remember what I did before this behavior started, but I think it started after installing MS Office 2003. When I double click any .chm file (HTML Help files), or when I try to start the Help and Support Center, or even when I use the HH.EXE command line, a dialog box saying "Cannot open C:\WINDOWS\HELP\windows.chm" (for example) appears. No data corruption in the disk. What is causing HH.EXE to be unable to open existing, real and even "integrated" HTML help files? The last one I could open was debugger.chm (from the Debugging Tools for Windows, WinDbg).
