So you have roughly 23.84 total then the 3 taken by the manufacturer = 20.84

System Restore if at default size takes 12% of that leaving about 18.34

Recycle Bin at default takes another 10% ...........

Seems pretty normal!!

You can regain space by reducing the System Restore to 2% whihc is more than adequate 
and the Recycle Bin to the same - plus there are numerous options for regaining space 
by deleting various 'useless' Windows folder and options.
