I had the same problem with 2003 Server.
Fixed it and I present my theory on how and why...
I used a program called "WindowsUpdatesList"
It was free and showed all installed updates with there install date and listed the
files. I found that KB883939 contained the file SHDOCVW.dll in it. It may/may-not
also be present in SP1 for Server 2003, which I consider to be equivilent to SP2
for XP since they came out around the same time.
That update can't be removed through add remove although it dose show up. I right
clicked it and hit properties in the WinUpdatesList program that I downloaded for
free and it told me where to find the uninstall.
C:\WINDOWS\$NtUninstallKB883939$\spuninst\spuninst.exe
(remember this is server, xp may be different)
I removed it by runing that exe and REBOOTED
Then the server booted to reveal that it was infact already SP1 even though it was
not before the reboot.
I suspect that KB883939 was installed and the server was not rebooted then automatic
updates were enabled and the server was allowed to do it's thing. SP1 (SP2 in case
of XP) was installed over top and rebooted but there may have been a problem finishing
the setup for SP1. It is also possible that it just couldn't finish until KB883939
was removed.
Unfortunutly as you can see there is pleny of room here for experamentation however
MY server is working...
I suspect this is the pure result of not rebooting between / after HotFixes and Service
Packs that call for a Reboot.
Just a theory.
