The connection speed is likely controlled by factors other than your PC. Any noise
on the phone line & distance from an exchange can all have an effect. Note that
the connection speed displayed on connection is that moment in time, it will change
during the session. 28 is not unreasonable if you are not in a big city (and same
for download at 4). You could try talking to your ISP & phone company, but I suspect
thats as good as it gets.
