IE6 Missing menu items

I have missing menu items in ie6 such as under VIEW-toolbars all of my items are
greyed out and can not be clicked. Lock toolbars is gone, so whenever i load a new
toolbar it cannot be removed, I have to uninstall it. Can someone please help.
