I was having a similiar problem on my XP system. There were only two items listed on the SendTo context menu, and they didn't even match what I saw listed in the SendTo directories on the hard drive.

I found a free utility that creates an icon in Control Panel that allows you to easily add and remove SendTo items. Here's the link. Look for SendTo Toys:
