Anyone who has not checked on Aarons suggestion of checking the power configuration
for ANY USB device really needs to do so. In my case as many others I had installed
(and/or updated drivers) a new USB keybaord and mouse that updated these settings.
As soon as I changed them, it corrected them.
On a basic understanding, this is a hardware coded feature that intel had a hand
in (I found some Intel technical doc that was all about the S1-S4 power settings
and USB) - Anway, it has to be a device that can effect power management and/or the
BIOS that controls hardware.
If your issue is not the USB power management settings it would most likely be something
found int he BIOS.
