Question about 'Print Out a Directory Listing'

I have a question about Print Out a Directory Listing:

I tried to make this *.bat file but could not find the Windows\Command folder to put it into. I searched all of the window directory and all sub-directories but could not find it. Could I put it into any directory assuming I change the paratemers. I use XP pro
