Spent about 6 hours working on it, and finally reinstalled XP as an "upgrade/repair" to the existing installation. That did the trick. Of course, unless HP has changed their ways, you can't do this with the XP disks they provide; you have to flatline the laptop and reinstall everything from scratch.
