I'm putting this in here even though it's an old thread. I just ran into this, and
found no solution anywhere. I tried all the suggestions and none worked. This is
what worked for me.
I ran regedt32.exe. Under HKLM\System\CurrentControlSet\Enum\USB\ROOT_HUB I had
a large number of garbled entries. I deleted them all manually. Yeah, it was crazy
punching the "delete" then "enter" keys alternately and rapidly, because there are
a lot of entries to delete. You can tell the garbled ones because the normal entries
have a certain pattern, such as Vid_0ea0&Pid_2168 and so on. That's not garbled,
it's just standard MicrosoftRegSpeak. The bad ones just have a bunch of % and $
and stuff, and seem repeated over and over, getting longer all the time. I deleted
the ones under CurrentControlSet001 and 002 as well. _Then_ I could see my devices
again!
