Major Problem!!!

ok!.. got this pentium3, 600ghz, 64RAM from my sister to give to my parents! it came
with windows 98SE on it but, some of the programs I wanted to install would require
windows xp! so I tried to upgrade to windows xp pro with my CD and it did work but,
it was just an upgrade and some programs where left on it!!
so I decided to try and reformat it completely with windows xp pro cd! but it would
not erase all the files on it?.. so I thought I'd uninstall everything I could and
delete some parts so that it would be empty and ready for windows xp pro clean install!!..but
now, I can't get back in it? the keyboard works when it's booting up and I can press
delete to go into configurations! but after If I reboot I'll get the error saying
I'm missing \windows\system32\c_1252.nls
but there's no way for me to put it back on cause it doesn't get any further than
that error! so it won't boot from the cd or floppy even when set for it!
what can I do to get windows back on there?
I'll answer any question you want cause I'm really out of ideas here!
