It's not uncommon for a USB keyboard to not work in the BIOS setup.
There is only one solution, get/borrow a regular PS/2 keyboard. Then, start the
computer, enter the BIOS, and look for entries such as "USB legacy keyboard" or "Enable
USB legacy devices" or similar. Fiddle with these entries in order to make your
USB keyboard work in the BIOS, which of course is before the first byte of XP code
is loaded.
