Laptop reduces CPU power on batteries

I have a Packard Bell (NEC) Laptop. Whenever I run it on batteries, it almost ginds 
to a halt reducing CPU power to save bateries. Is there anyway I can tell this Laptop 
not to reduce CPU power when on batteries and run at full steam? It does not have 
power management software like Toshibas, only XP's own which doesn't have performance 
settings.
