repeated attempts to refresh page

For some reason on my laptop with XP Home, when in Internet Explorer or Windows Explorer,
the page for a short period of time repeatedly tries to refresh itself. This happens
after a while once IE (including Opera, Firefox) or Windows Explorer windows are
running and lasts for a short period.
Any ideas on this please.
