No. The shutdown dialog has no configurable options. To change its behavior, the SHELL32.DLL library must be modified with some odd risky procedures. And it will change to the default behavior after 2 seconds of saving the modified files, because Windows File Protection has control over system files, and won't allow anyone to modify one of them.
