Although all of the ones I've ever used were bootable, I have been told that some
W98SE CDROMs were not bootable.
In any case, you will want to use fdisk as RiceR46 said to delete all exiting partitions
on the disk. Fdisk will see NTFS partitions as "unknown" partitions, but no matter
what, delete them all.
Then, start up the computer using either the W98 CD or the boot disk with CDROM support,
then run Setup from the CDROM.
If you have W98 questions you're best bet is to post them in the annoyances.org W98
forum.
