Most ActiveX controls do not function

Symptoms:
1. SWF files do not load in IE (they work fine in Firefox)
2. When opening System Restore, I just receive a blank white page.)
3. Windows Update cannot be opened from the link in "Help and Support")
4. When I go to a page with an online virus check (such as http://housecall60.trendmicro.com/en/start_corp.asp 
), I get the prompt to Install the ActiveX control, but when it is finished loading, 
I just get the red "X".)
5. Within XP, when I go to Administrative tools--Services and click on the "Extended" 
tab, the left pane in the Services side of the window shows a red X and I receive 
an "Internet Explorer Script Error" pop-up stating that "Object doesnt support this 
property or method."

Conditions:
After struggling with this problem for some time, I finally re-formatted my hard 
drive and re-installed XP Pro.  Everything seemed fine for a few hours as I re-installed 
necessary programs (ie swf files worked, windows update worked, etc), but at some 
point, the system again reverted to not allowing ActiveX controls to function.  I'm 
not sure at what point it occurred, however, it may have been around the time I installed 
SP2 or Visual Studio...I'm just not sure.

I've tried multiple virus scans, hijackthis, trojan scans, sfc /scannow, safe mode 
boots, etc. to no avail.  I'm wondering if anyone has had a similar problem and knows 
of a solution.
