This problem occurs frequently for me. Often times, I will cut a folder, and try to paste in a different location, and it will move the files and create a new folder, but the original folder will not move, and then I receive the error message. The folder remains empty, but cant be removed. A simple reboot always fixes it. It has happened to me at least 50 times between two computers. It may be a good thing, tho, because if it didnt happen, i would probably never reboot. It's just a pain in the arse for me. There is no malware, adware, viruses... any of that. I am running ad-aware, spybot, norton, webroot spy sweeper, and registry cleaner. And it's not related to any programs I'm running. Like I said before, it happens all the time to me for some reason, I just want to find a way to fix it without having to reboot.

You could try this if you don't want to reboot:

  • Determine the correct location and path of the two folders you want to delete.

  • Close all open programs.

  • Open the command prompt window.

  • Open Task Manager and on its Applications tab, end all open programs except the
    >command prompt window and any programs you use for your mouse or keyboard.

  • On the Processes tab of Task Manager, end all processes that you can without

    >for your mouse or the keyboard, or the process for the command prompt window. Then
    >end the process called:   explorer.exe. Keep Task Manager open.
