I'm not familiar with Packard-Bell laptops, but with my
work ThinkPad (I'm typing this on my own desktop box,
but I have a ThinkPad laptop for work), when I right-click
the battery gauge icon in the Taskbar I get a pop-up
menu with all sorts of settings for this. It even lets me
define named "power schemes" with various combinations
of settings for particular situations. Check the docs that
came with your laptop, and/or the vendor's website.
