Yep, format is the LAST option.
Another possibility is a virus. Experienced users can normally look at their active
task list. Possibly your best approach to eliminate this possibility is to download
sysclean from trendmicro.com (along with the latest pattern file). In safe mode,
run sysclean and it will automatically clean out most infections. Another approach
to the same problem is to procure HIJACKTHIS (free) and post the results to one of
the forums that do analysis on the processes running on your PC.
Another approach would be to click on START/RUN and enter MSCONFIG. Change normal
load to DIAGNOSTIC and restart your system with the minimal set of processes. If
you see a black and white difference in performance you then need to selectively
add programs until you locate the culprit. This latter approach has the advantage
of identifying a particular program that may be hogging resources.
