I just faced the same problem, and the problem did turn out to be software in my
case, even though I originally bet it was registry settings.
I spent two days reinstalling from scratch, and hit the same CDROM autorun problem
after upgrading my Olympus DSS voice recorder software to "Version 6" from "Version
2002" from the official Olympus support site. In my case (probably not common -
doubt too many folks have voice recorders), I suspect the new "Device Detector" component
that looks for plugged in USB voice recorders/drives was screwing something up.
So, if you are having CDROM autoplay/autorun problems, I'd definitely do all the
AutoFix.exe and registry checks described in these threads, and look skeptically
on CD burning software, but also look for "new media" storage devices like portable
media players and voice recorders.
I would have never found this without reinstalling software step-by-step, but that's
a painfully brute force path of diagnosis, I know...
