new hard drive

okay peeps i need ur help please.
i have a dvr that i have taken the hard drive out of. i am attempting to connect
it to my computer to get the movies that ive saved on it onto my computer for burning
to dvd.
my first question is can hard drives be locked like a floppy drive can, also is there
a way a manufacturer can keep u from being able to access a drive?
i ask because my computer is acting peculiar. if i go into my system properties and
expand out the disk drives it shows the hard drive there, however it does not show
up in my computer when i open it. go figure!
i will add that this drive i know runs at a faster rpm than the drive that came with
my computer cuz the cable that was used in the dvr system has more lines, they r
thinner or whatever, u know what i am talking about right? i know that i should use
that cable so please dont tell me i should cuz i know and i tried it just to see
if by some weird chance the drive would have an operating system on it but it doesnt.
so my next question is if there is noo way for me to get into the drive thru windows
how do i get to a dos prompt where i can copy the files to my drive? is there any
program out there that is free and can assist me in my quest, its just soo weird
that my bios and even the windows system properties says the drive is there but it
dont show up in my computer, even norton systemworks system info shows it there.
one last thought, the computer i have the drive hooked up to has a smaller drive
than the dvr drive, could that be an issue? anyways thanx in advance for any and
