new motherboard old hard drive old cd rom

installed a new mother board asrock k7s41gx trying to format old drive, the hdd is recieving no power cd rom drive is recieving no power, i have checked the power supply working fine checked jumper settings not sure about them but followed instructions this problem is driving us mad anyone have any help as we need to format drive in order to install drivers for new motherboard cd rom wont open due to lack of power therefor unable to boot from cd any help greatly appreciated carol
