Windows XP PPP Network With Netbios Problems

We are attempting to create a workgroup with only
two systems. Both are running Windows XP SP2. The
two systems are connected via an ISDN line using
KlasTA ISDN network card/terminal adapters. Both
computers have unique network names, Both systems
are members of the same workgroup. Both systems
have unique IP addresses, Both systems are on the
same subnet. For example 192.168.1.1
and 192.168.1.1 One system is configured to dial
and one to recieve only. The initiating system has the
option under its network settings to enable netbios
over tcpip. The recieving system only has the ability
to set the range of ip addresses and whether or not
the intiating system can set its own ip address. This
leaves me wondering if the following problem is not
a result of this:
The initiating system dials in. The recieving system
picks up the connection. Both systems recognize that
a connection has been established. You can sucessfully
do all of the following from both computers, Ping, ftp,
telnet, connect to a system via explorer by typing in
an IP address.
HOWEVER neither computer system appears in
mynetwork places on either system.
Changing computer names did not resolve the problem
Changing the name of the work group did not resolve
the problem.
The KlasTA software does not regulate network
settings. Only the microsoft network connections. And
the network connection on the recieving end does not
have the ability to configure Netbios over TCPIP.
Does anyone have any ideas as to why these two
systems aren't appearing under my network places.
Yes Microsoft file and print sharing is installed on both
systems. No netbeui is not installed, nor is nwlink.
